LONG COURSE CHAMPIONSHIPS
The Pacific Masters Long Course Championships were at the East Field 
House pool on the University of California Santa Cruz. Tod Spieker 
set a new world record in the  mens 55-59 1500 Freestyle; Jackie Marr 
of San Diego Imperial set a new national record in the woman's 60-64 
1500; Stanford's men's relay 160-199 set a new world records; Walnut 
Creek men 280-319 set a new record in the 400 Fr Relay; Danielle 
Barnea set a new record in the women's 200 Butterfly; and Walnut 
Creek set new national record in the mixed 280-319 400m Mixed relay. 
Nineteen Pacific Masters Records were set.

The Large team high point award was very close, with USF Masters 
edging out Walnut Creek by 32 points.

Congratulations to all the swimmers who set records and to all who 
participated. Thanks to Joel Wilson, Pancho Wrangell and the Santa 
Cruz Masters for putting on the meet.

RULES CHANGE ON PACING  **** NO WATCHES  TO BE WORN BY SWIMMERS IN 
POOL MEETS ****

Effective June 5, 2004, USA Swimming amended their rules in order to 
align them with FINA with respect to the use of equipment that can 
convey pacing information to a competitor.  The change is in response 
to the availability of individual radio receivers that can transmit 
information to a swimmer from a coach or other person.

Pursuant to USMS rule 601.4.6B, USMS has adopted this change based 
upon the action of the Rules Committee that accepted the USA Swimming 
change.  Thus the following change is effective immediately (the 
addition is underlined):

102.15.9 -- Swimmers are not permitted to wear or use any device or 
substance to help their speed, pace, or buoyancy.  Goggles may be 
worn and rubdown oil applied if not considered excessive by the 
referee.

USMS will follow the interpretation of USA Swimming that indicates 
that pacing devices including tempo training devices and radio 
transmitters that allow instructions to be passed to the swimmer are 
forbidden.  USA Swimming has also indicated that other pace-conveying 
devices such as watches are not allowed on the swimmer.  In response 
to questions received, it should be noted that this change does not 
prohibit one from conveying pace information through hand signals, 
placement of lap counters and the like.  Additionally, this change 
does NOT affect long distance swimming.

For those officiating USMS meets, it is suggested that enforcement of 
the rule be approached from an educational perspective.  For example, 
if one sees a swimmer approach the block with a prohibited device, 
inform them of the rule and allow them to make any necessary changes 
rather than letting them start and disqualifying them.

The Monthly Pacific Masters meeting will be Wednesday July 21, at 
7:30 PM It will be at the Oak Hill Park Community Center, in 
Danville/Alamo. Directions can be found on the web page

UPCOMING MEETS
SANTA CRUZ OPEN WATER WEEKEND
The Santa Cruz 1 mi Roughwater Swim is July 31 in Santa Cruz, The 
Santa Cruz Cruise is August 1st. It is a  two mile open water swim in 
Santa Cruz. The Pier to Pier swim is a 10 K open water swim from 
Capitola to Santa Cruz. The preentry mail deadline is  Monday July 
19th.

There is race day entry for the 1mi Rough Water and the 2 mi Cruz 
Cruise. There NO race day entry for the Pier to Pier swim

SOUTHWEST ZONE LONG COURSE MEET
For those who cant get enough Long Course Swimming, our Zone 
neighbors to the south will be have their Zone Championships at the 
Mission Viejo Nadadores  pool in Mission Viejo July 30, 31 and August 
1st. (The 2005 USMS Long Course Championships will be there). You may 
register on line until 8 PM Wednesday, July 21. There are no deck 
entries.

24th ANNUAL DONNER LAKE SWIM
The 24th Annual Donner Lake Open Water Swim will be on Sunday, August 
8th, 2004. The open water swim is a straight point to point swim 2.7 
mile swim. The pre entry deadline is August 3rd - meet entries must 
be recieved by then.

2X1 OPEN WATER RELAY SWIM
The Manatee Masters 2X1 Open Water swim will take place this year at 
Quarry Lakes, Fremont, California. Preentry dead line is postmarked 
by Friday July 30th.

WORLD MASTERS GAMES - EDMONTON, CANADA
For those who are planning to go to the 2005 World Masters Games in 
Edmonton, Canada next year, the very early registration deadline is 
July 22nd.

FOLSOM OPEN WATER SWIM CANCELLED
Rocklin Masters regrets to announce that the 2004 Folsom Lake Open 
Water Swim has been canceled. Unfortunately, the low water levels 
create unsafe conditions and make course access extremely difficult. 
We appreciate the attendance over the past three years and understand 
that this is an important part of the open water swim season for many 
PMS swimmers. However, the low water levels make the swim much too 
risky. We look forward to higher water levels next year (think snow!) 
and hope to see you at the 2005 event.

SWIMMERS WHO ATTENDED THE X FINA Masters World Championships in RICCIONE, ITALY
For those swimmers who attended the X FINA Masters World 
Championships, if you would take a few minutes to jot down what you 
liked about the Championships, what you did not like, what you 
thought could be done better and what you thought the Italians did 
well. As we organize the the next championships, it is important to 
get the thoughts and concerns of the swimmers so we can put together

USMS COACHES AT ASCA WORLD CLINIC
The American Swim Coaches Association is hosting its 2004 World 
Clinic in Indianapolis from October 7-11, 2004. The clinic is being 
held in conjunction with the World Short Course Championships at 
Conseco Fieldhouse.  Along with many other outstanding tracks, the 
Masters track is being held on Sunday, October 10, from 8:00 a.m. to 
12:00 noon. The clinic is a tremendous opportunity for current 
coaches to enhance their knowledge of Masters coaching and attend 
various other lectures by the world's best coaches and researchers.

To enhance participation, USMS will pay the ASCA member World Clinic 
fee, a $200 value (Weekend Package Rate), for a limited number of 
Masters coaches.  This grant includes tickets to the World 
Championships finals for three days (October 8-10). Each LMSC is 
entitled to submit the registration of one coach whose clinic fee 
will be covered in full by USMS.  However, there is a limit of 15 
complimentary registrations on a first-come, first-served basis.  For

2004 USA SWIMMING CONOCO PHILLIPS NATIONAL CHAMPIONSHIPS ARE COMING TO STANFORD

The 2004 USA Swimming ConocoPhillips National Championships will be 
held at Stanford University's Avery Aquatic Center, August 3-7th, 
2004. Palo Alto Stanford Aquatics, Stanford Masters and Pacific 
Swimming are proud to bring the National Championships to Northern 
California for the first time in over twenty years. Get your tickets 
to be inspired by the exciting competition and to welcome the elite 
athletes and coaches to our swimming community. Tickets can be 
purchased at 1-800-STANFORD. Tickets for Prelims are $3-Youth/Senior 
and $5-Adult. Tickets for Finals are $6-Youth/Senior and $8-Adult.

This is really a chance to see great swimming in Northern California.

The university in the town in which I grew up is looking for a coach to
head up the women's swimming team (it will be a new position and

These clinics will prepare you to swim comfortably for long distances 
in open water.  All novice swimmers can benefit from joining the 
group on a consistent basis to adjust to the temperature and work on 
conquering all open water (San Francisco Bay) fears. In addition, 
swimmers who are comfortable in the Bay or open water can acquire new 
skills in how to swim faster.  We will teach technique for open water 
swimming, navigation, race strategy, easy mass swim starts, drafting, 
stretching, relaxation techniques, feeding/hydration, tidal movement, 
and cold management.

OFF THE WALL
There is a new FINA rule promulgated about using any device to help 
with their pace. This is response to the "clickers" that can tap out 
a pace for the swimmer. This new rule may also been a way to stop 
swimmers from having a radio receiver in his/her ear.

It was also noted that hand signals and placement of lap counters are 
still legal.

USA Swimming in looking at the rule has issued an interpretation that 
watches worn by swimmers come under the pacing device rule.  US 
Masters Swimming generally follows USA Swimming's interpretation's as 
most deck officials that work at US Masters meets are certified USA 
Swimming officials. US Masters Rules committee can issue its own 
interpretation if the committee desires.

One of the items that will be on the agenda for the monthly Pacific 
Masters meeting will be a discussion of the rule and whether to 
petition USMS Rules Committee to issue its own interpretation of the 
Rule.
