2004 PACIFIC MASTERS SCHEDULE
The preliminary 2004 Pacific Masters Swimming schedule is on line.
The schedule has the Pacific Masters Championships, the pool meets
and the open water meets. Thanks to Marcia Benjamin who puts together
the schedule along with all the clubs who run the different events.

LOG THOSE MILES FOR GREAT T-SHIRTS
It's not too late in the year to swim the Florida Keys or complete
the 3000-yard postal swim. These great events and more can be found
on the USMS website at <http://www.usms.org>www.usms.org under
"Fitness Events". Be the first to complete a virtual swim in all 50
states. Complete the events at your leisure in the pool or open
water. Log your yardage and send it in to get a great T-shirt or
commemorative item. The Check-Off Challenge T-shirt for 2004 is a
real I-opener. Gotta go now to log some miles on my virtual swim to
Key West, Florida. Wish me luck with the wildlife in the Everglades!

Pacific Masters Open House
October 18th
Seven Pacific Masters Swimming clubs are having an open house for
adults who want to improve their fitness through swimming. Each of
the clubs will have a coach there to meet with swimmers to discuss
their program.
The Open House on Saturday, October 18th, 9 am - 12 pm. Entry to
seven facility is free for this date and time only. You do not have
to be a member of Pacific Masters to attend. The open house is open
to all
MENLO MASTERS HAS A NEW HOME
Menlo Masters now have a new home. They are now based out of Redwood
City, at a city park that used to be home of the San Francisco 49ers
training facility. Herkner pool is a 6 lane 25 yard pool that is
dedicated to only the Menlo Masters. They host 30 workout per week
and have plans for expansion to that schedule.
COACHES COMMITTEE ANNOUNCES SCHOLARSHIPS FOR '04 CLINIC
The Pacific Masters Coaches Committee announces the annual Pacific
Coaches Clinic Masters Coaches Scholarship program. The Annual
Pacific Coaches Clinic will be held at the Napa Marriott Hotel, on
the Friday Jan 2, Saturday Jan 3, and Sunday Jan 4, 2004. The
Pacific Masters Coaches Committee will produce a Masters Coaching
Track on Saturday afternoon. The PMS Coaches will also offer a
scholarship for one half the registration fee to any Masters Coach
working with a registered PMS Team. Send your request for
scholarships to Pacific masters Coaches Co Chair Brian
Stack(brianstack at sbcglobal.net). Look for clinic schedule updates on
the PMS e-mail updates.
BECOME A DECK OFFICIAL
On Thursday, November 13th we will be having another clinic. This
time it will be at the Sierra Nevada Brewery auditorium. We will
begin the evening, if you can get there for dinner, at the
restaurant. We have the auditorium reserved from 6:00 PM until 9:00
PM. We should be finished with dinner by 6:15 PM, so the clinic will
start at 6:30 PM.

Several local trails, open space and parks organizations are
advocating a proposal which would limit use of Folsom Lake to
nonmotorized watercraft one day a week. The proposal
couldsignifigantly increase the enjoyment of, safety of and expanded
use of the park by fishermen, sailors, swimmers, hikers, equestrians,
joggers and beachgoers , without unfairly impinging on motorized
watercraft.
Motor boats have a substantial negative impact on other park users'
enjoyment and ability to safely use Folsom Lake. Even one boat or
Ski Do causes noise which can be heard far beyond the lake. Boat
wake disturbs fishermen, paddlers and rowers, beach users and
swimmers. The possibility of being hit by a boat precludes open
water swimmers from going beyond the few swimming areas. Boats and
jetskis frequently choose to operate very close to the buoy lines,
creating unnecessary wake and noise for swimmers. Operation of
motorized watercraft, has a disproportionate negative impact on all
others. Given these facts, closing the lake to motorized craft one
weekday a week in a modest proposal. If you do support this proposal,

STARTER SITUATIONS
The following are taken from USA-Swimming situations, but they apply
to Masters. For extra credit, give the cite from the USMS rule book.
This is a fun quiz to test your knowledge of the starting rules.
13. Billy Wilson was in the bathroom getting ready for his 50 yard
freestyle. He missed the initial start of the race because of an
inadvertently recall by the Starter. Why wasn't Billy able to swim
in the
restart of this race?
14. Diane Black false started but wasn't disqualified before the
race. She continued to swim very fast and established an unofficial
age group record for 12 year old swimmers. In the meantime, the
Starter and Deck Referee did a silent ballot and determined that
Diane did in fact false start. How will Diane be notified of her
disqualification?
15. The Meet Director at the local age group meet said that a
false start rope had to be set-up, because that was the only recall
device that could be used according to the Rule Book. Was that a
true statement?
16. Why wouldn't the facilities manager want to keep the recall
rope at the turn end backstroke flags in all types of pools?
17. Is there any type of USA Swimming meet that a backstroker can
grip any part of the starting block with his/her hands?
18. How shall Coach Smith instruct his young swimmers on placing
their feet for the backstroke start? Most of these swimmers like to
put their feet on the gutter for a more secure feeling.
19. In order for Stephanie Stevens to swim backstroke in the
freestyle event, what type of start does she have to do?
20. According to the Rules and Regulations, who gives a warning
signal over the lead swimmer's lane two lengths and five yards/meters
before the finish of all events 500 yards or longer except relays?
21. What kind of disabled swimmers can assume a starting position
on the deck or in the water?
22. Steve Holly, the Starter, thought he could modify the starting
rules for the disabled swimmer in lane 4. That was not the case.
Who can modify the starting rules for disabled swimmers?
23. A deaf swimmer, by the name of John Jones, attended the local
age group meet. He was swimming the 50 freestyle and was seeded in
lane 4 of an eight lane pool. In order to be fair and equitable to
John, the Starter had to give hand signals in order to show John when
to take his mark. How shall
the Starter move his/her arm to communicate with John as he assumes a
starting position?
24. Anthony Garcia is a physical disabled swimmer with one leg
missing. He had an extremely hard time to quickly get into a starting
position at the local B+ meet. With the four-hour rule in effect at
this deck seeded meet, and the meet running longer than usual, the
Referee was trying to speed up the time between heats. Anthony was
getting upset and didn't want to swim because everyone was waiting
for him to quickly assume his starting position. Was this the
correct way for the Referee to handle physical
disabled swimmers assuming starting positions?
25. Lucy Smith is a partially deaf swimmer who has a hard time
hearing the commands of the Starter. What is one of the
responsibilities of the Starter when there are hearing impaired
swimmers in the heat?

13 Because 102.14.7B states, "The Referee shall disqualify a swimmer
who fails to appear at the starting platform ready to swim in time
for the initial start of his/her heat."
14 In order for the rest of the swimmers to continue to swim and not
be penalized for Diane's false start, 102.14.5B was established.
This rule states, "If the starting signal has been given before the
disqualification is declared, the race shall continue without recall.
If the Referee independently observes and confirms the starter's
observation that a violation occurred, the swimmer or swimmers who
have false started shall be notified of the disqualification upon
completion of the race."
15 No, it is mandatory to have a device to recall swimmers, but it is
possible that other recall devices could be used, like a recall sound
from the starting system, a whistle or a starting pistol. 103.16
states, "A device to recall swimmers shall be provided. If a recall
rope is used, it shall be placed at the mid-point of the course in
long course facilities and at the turn end backstroke flags in short
course facilities."
16 For one thing, it is against the rules. As it states in 103.16,
"A device to recall swimmers shall be provided. If a recall rope is
used, it shall be placed at the mid-point of the course in long
course facilities and at the turn end backstroke flags in short
course facilities." If the recall rope were placed at the turn end
backstroke flags in 50 meter pools, the distance that a swimmer would
have to swim would be quite long.
17 No, 101.3.1 states, "The swimmers shall line up in the water
facing the starting end, with both hands placed on the gutter or on
the starting grips... "
18 Coach Smith doesn't have much choice in the instruction for these
swimmers. It states quite clearly in 101.3.1 that, ... "Prior to the
starting signal, the swimmer's feet including the toes, shall be
placed under the surface of the water, where they shall remain until
the starting signal. Standing in or on the gutter or bending the
toes over the lip of the gutter before or after the start is
prohibited."
19 According to the Rule and Regulations, it states in 101.4.1 that,
"The forward start shall be used." Also, 102.14.4A states, ... "In
backstroke and medley relay events, at the Referee's first long
whistle the swimmers shall immediately enter the water and at the
second long whistle shall return without undue delay to the starting
position." (USMS rules are different. A backstroke start may be used
in the freestyle event See 101.1.1.)
20 102.14.6 states that the, "Starter or a designee, with the
exception of relays, in events 500 yards or longer, shall sound a
warning signal over the water at the finish end of the lane of the
leading swimmer when that swimmer has two lengths plus five yards or
five meters to swim. As an alternative,
a bell warning signal may be given over each lane by a lane judge or
timer in that lane."
At national meets, it is the official who is sitting in the center
chair that will ring the bell for the swimmer who is swimming in that
particular lane.
21 A blind or visually impaired swimmer, a mentally impaired swimmer
and a swimmer with a physical disability may assume a starting
position on the deck or in the water.
105.2.1 states, "With an audible starting system, no modification is
usually required for a blind or visually-impaired swimmer. They may,
however, require assistance getting to and on the block. Should they
feel insecure starting from the block or deck, an in-the-water start
may be allowed."
105.4 states, "A deck or in-the-water start is allowable and the
swimmer may be permitted to have an assistant on the deck when
necessary... " 105.5.1D states, "May need to assume a modified
starting position on the blocks, deck, gutter or in the water in
order to maintain their balance."
22 The Referee is the only person who can modify the starting rules
for disabled swimmers. 102.13.8 states, "May modify any rule for a
competitive swimmer who has a disability." 105.1.2B(2) states the
responsibilities of the Referee which include the modification of
changing the starting position to accommodate the athlete with a
disability.
23 The Starter will have to raise his/her arm overhead to tell John
it is time to step up on the starting platform. John will assume a
starting position and take his mark when the Starter moves his/her
arm to shoulder level. This is started in 105.3.1 Figure 1.
24 No, 105.5.1A states, Swimmers with physical disabilities, "May
take longer to assume their starting positions."
25 105.3.2 states, "The Starter shall advise the swimmers about the
location of the strobe light and the light shall be located where the
swimmers can clearly see it for the start. For backstroke starts,
the light should be positioned so that the swimmers don't have to
turn their heads to look backwards."
